Port settings to mobile form, and fix some issues with mobile settings

This ports the settings to the mobile form components, and also did some changes to the global toolbar on mobile in order for the back button to show, and pages to not show up in columns. This avoids use of the dialog layers as well so that we actually have swipe gestures to pop the settings page off.
