Add scroll sensitivity option for MousePadPlugin

Summary

Added an option to adjust the scrolling speed while using the touchpad, because the current scrolling speed is really high, as discussed in Bug#407293.

The scrolling speed can be adjusted using a SeekBar located in the remote input settings, and by default it is set at 50%.
