Don't sync notification on connection

My intention to add this was to avoid missing notifications when the device is not connected. However it seems to cause a large number of notifications to be synced simultaniously in many cases, making it questionably useful. Furthermore, connecting a device requires physical interaction with this device, so syncing the existing notifications isn't really important

This is completely untested due to lack of a phone with notification sync atm
