Enable GitLab CI/CD for Building/Testing
Enables GitLab pipeline to verify the project builds and all tests pass.

- Xcode Cloud still remains the best way to build for release - codesigning using custom runners is painful to manage...

- unit test target has been raised to iOS 15. Should lower it again in !16 (merged) (if it's merged after this MR)
