Don't build runners

Nicolas Fella requested to merge nicolasfella/kdeconnect-kde:runners into master

KRunner has a horrible dependency tree (https://api.kde.org/frameworks/krunner/html/krunner-dependencies.html)

IMHO this is too much for the little feature gain the runners give. Let's disable them for now until the dependencies are fixed.

Having it build-time optional doesn't really help if distros build it with KRunner present
