Pairing Notification is made persistent

Rajdeep Roy Chowdhury requested to merge razdeep/kdeconnect-kde:persistent_notification into master

When the user used to initiate pairing from the phone the confirmation notification sometimes timed out which made it possible for the user to miss it. This pull request fixes the mentioned problem by making the pairing notification persistent.
