Add "Send via KDE Connect" entry into Deepin file manager context menu

Deepin file manager uses dde-file-manager-menu-oem to allow oem adding their own context menu entry. This project will be officially included in Deepin 20.

This patch adds "Send via KDE Connect" context menu into Deepin file manager according to this sample.
