Add real support for mpriscontrol on Windows

Added real support for mpriscontrol on Windows through GlobalSystemMediaTransportControlsSession. Everything works except for sending Album Art. Only supported on Windows 10 compiling using MSVC.

Test with media players that support SystemMediaTransportControls, the easiest example I can think of is Chrome. However, Chrome doesn't support seeking, test seeking with the Movies and TV app.
