Set notification reply window to be always on top

Ensures that the reply window is on top by setting Qt::WindowStaysOnTopHint. Otherwise it sometimes ends up below every other window, and needs to be clicked in the taskbar to raise (sometimes has to be clicked twice even, for some reason), which gets rather annoying.
