Allow disabling of mDNS announcer

Silke Hofstra requested to merge silke/kdeconnect-kde:allow-disabling-mdns-announce into master

Add a CMAKE flag to allow for disabling the mDNS announcer. This allows for KDE connect to run next to existing announcers like Avahi and Systemd Resolved.

Resolves bug 487719.
