Add missing "truncating" parameter.

The missing parameter caused kio-fuse to download whole file instead of using random access. The parameter was lost in "protocoltojson" tool, fixed here: frameworks/kio!758 (merged) Bugtracker: https://bugs.kde.org/show_bug.cgi?id=450198
