Create "Native Shell Icon" thumbnailer for Windows for special files

Create "Native Shell Icon" thumbnailer for Windows for special files that show custom icons on explorer, so these icons can be displayed as thumbnails on Dolphin.

Please note that this thumbnailer currently supports Microsoft Library files, but can be extended to other file types.

Tested using Qt 5.15.8 on MSVC 2022
