Draft: Port cursor thumbnailer plugin into standardized thumbnailer

This ports Cursorcreator plugin into a .thumbnailer file that can be then run by any system that wants to use it, to turn cursor files into thumbnail images.

The inner workings of the plugin do not change, only how it's accessed.
