There are cases where the file's MIME type is a regular file, e.g. image/png but there is no download URL. Try the export URL for this MIME type, too.
I have some Google collaborative drawing shared with me that is reported as image/png of zero size. With this, I get a thumbnail and can open it in Gwenview.
