Filter the content of the StartURL option before opening it

Stefano Crocco requested to merge stefanocrocco/konqueror:filter-start-url into master

This allows the user, for example, to omit the protocol (writing www.google.com instead of https://www.google.com) or to write ~ instead of file:///home/username.
