Draft: Fix ircs URLs

  • Use port 6697 for ircs URLs and quick connect:

    • If an ircs URL is opened, or if the quick connect dialog is used to open a connection, port 6697 will be used unless a port is also supplied. This does not update any saved configurations.

  • Update UI to use correct port when appropriate

    • The Quick Connect and server editor dialogs will now show 6697 when using SSL, and will allow host and port to be passed together without overriding to 6667.
