Adds scaling slider to the actions bar.

The scaling slider allows to scale VNC between 'Original size' (previous Scale off action) and 'Fit to window' (previous Scale on action). With 'Scale' action enabled, additional slider widget (must be add to visible widgets from ToolBar settings, see figure) the slider allows to adjust image size in 100 steps.scaling_1
