CMake: Bump min libktorrent version

This MR bumps the minimum libktorrent version specified in the CMakeLists.txt file.

KTorrent won't build without libktorrent 24.04.70, as it requires the afterRename method added in libktorrent@c9981ea1.

Not sure if this kind of MR is accepted, apologies if not and this can be closed :-)
