Store last used emojis in the state config file

Joshua Goins requested to merge work/redstrate/save-emojis-in-state into master

Instead of crumming up the main settings file with the last used emojis, they now live in the state (where they belong.)

This should work for custom emojis still, but I cannot test because the custom emoji picker seems to be broken for me (they all show up under stickers.)
