Move ActionsHandler to RoomManager

James Graham requested to merge work/nvrwhere/move_actionshandler into master

Move ActionsHandler to being instantiated by RoomManager this will allow it to be accessed by RoomDrawer items as well.

This is another piece of prep for threads which will be shown in the RoomDrawer with the current design.
