Add CI template for building APKs

Including the craft-android-apks.yml template enables us to build release APKs on invent.

I have also converted the existing includes to include:project and I have removed a few commented out Qt 6 jobs.

I'm wondering why the Linux Qt 6 job is enabled, but the Linux Qt 5 job and the FreeBSD Qt 5 job are disabled. But that's unrelated to this MR.
