Add matrix: URL to push notifications

Joshua Goins requested to merge work/redstrate/push-notifications-open-room into master

This allows you to open the room once clicking on the notification button, but the scheme currently doesnt't work due to other changes. This also doesn't encode enough information for multiple accounts either, right now.
