Finish reuse compatability

NeoChat is now fully reuse compatible.

@carlschwan i want to license a bunch of your stuff as CC0-1.0 and BSD-2-Clause

@andreyev i want to license the two particle images as CC0-1.0

The rest is negligible stuff that is not copyrightable (qmldir, etc.)

Please approve if you're ok with the licenses
