Support table flipping and unflipping

Smitty van Bodegom requested to merge smitop/neochat:work/table-commands into master

This adds /tableflip and /unflip commands that work the same way as in Element, and cause table flipping/unflipping emotions to be prepended to the message.

Note that all of the emoticon actions (/lenny, /shrug, /tableflip, /unflip) can actually be used without a space. /shrugthis works results in ¯\_(ツ)_/¯this works, without a space between the emoticon and the rest of the command.
