Move mobile sidebar handles to top

Since x1.5 mobile icon sizing was removed, we can now move the sidebar handles to the top.

Main issue is that the x1.5 change only makes it into release with Plasma 5.23 in October (because changes were needed in desktop and breeze themes), so maybe we should wait until then?
