Mark messages as read when chat is at the bottom

James Graham requested to merge nvrwhere/neochat:mark_read_when_chat_at_bottom into master

Make available a button to mark messages as read when the chat is at the bottom. This is achieved by making goMarkAsReadFab button always visible when there are unread messages.

The button is styled with a tick rather than a down arrow when at the bottom. Fixed tool tips for up and down buttons not working.
