News items that are quotes / stories look OK with "" in the summary
view, but there are some items where it looks weird: for instance,
when job postings are marked "closed".

Add a "noquote" data member to posts, so that individual posts can
change the look in the overview. Apply it to the short overview
on the front page -- doing this in the news page requires
changes in a different repo.
