Add Libre and Lingva engines

This PR is adding LibreTranslate and Lingva, my recent contributions to QOnlineTranslator into Crow Translate.

Icons was found in original repositories, but I alter the Libre icon, because it was all white, without background, and was barely visible on light KDE theme.

Note: I make some mistake in Lingva URL, merge this PR first.

Implementation notes:

  • German in LibreTranslate works like English. Yell about it here.
  • Some "bugs" where fixed, because Windows artifact has newest Clang, but even Arch Linux doesn't drop it in repos yet.
