Update FAQ and Reports Chapters of Handbook

Update Handbook FAQ and Reports Chapters. (second try due to my problems with git leading to merge conflicts. hopefully this is a clean version) Normally I would just push a doc update, but I would really prefer another set of eyes on this, particularly the first section up known issues. Also, there are probably still some areas to expand, and I want to be sure I haven't introduced anything wrong. I've modified much of the indenting (in the results - not specifically in the docbook) and I wonder if there might be a way to reduce a bit of apparent redundancy. (I've included mention of F2 to rename a Payee.)
