Switch weboob plugin to Python3

Merged Oleg Sidorkin requested to merge olegsidorkin/kmymoney:weboob-python3 into master

FreeBSD ports management team wants to drop all ports dependent on Python 2. This patch allows to build kmymoney with python3 (but drops support of python2).
