Improve string context

One string I did not touch is the dedicated "New Note" button on the toolbar (not in-menu). Couldn't see an easy way to convert it to tooltip format, it would change the in-menu entry as well.

Other thing to mention is, if it's acceptable, the @action:tooltip format seems more helpful in letting translators know that it is still a button, but the text is in tooltip format.
