Allow to build poppler without tests

Volker Krause requested to merge vkrause/craft-blueprints-kde:work/disable-poppler-tests into master

This needs special handling due to its non-standard test-related options, and a patch to disable one particular test that fails on x86 32bit Android (patch is already integrated upstream).
