Add OpenEXR blueprint

Dan Leinir Turthra Jensen requested to merge leinir/craft-blueprints-kde:add-openexr-recipe into master

This adds in a new blueprint for OpenEXR, and requires it from kio-extras. This aims to fix an issue where the system-provided openexr on the appimage builder is too old, causing kio-extras to fail.
