Default to not building tests on Android

Volker Krause requested to merge work/vkrause/android-dont-build-tests-by-default into master

We cannot run them with any of our setups anyway (as they are cross- compiled), and often they don't even built (due to producing executables for example).

This brings the default settings closer to the settings we use on the CI.
