cacert: add support to bundle additional certificates

The certificates installed by this package are now stored in 'etc/certs' below the craft root directory. Subsequently, all certificates contained in this directory are merged in 'etc/cacert.pem'.

This allows additional user-specific certificates to be added, which is necessary in certain scenarios.
