Inherit 32-bit .Compat extension points based on arch

Add org.freedesktop.Sdk.Compat.$COMPAT_ARCH entries to inherit-sdk-extensions based on the target ARCH.

Requires the jq utility installed on host at the manifest generation time. Used tiny Python script instead of jq.
