chore: update digikam to 8.3.0 and kf6

Sergio Schvezov requested to merge sergiusens/snapcraft-kde-applications:digikam into Neon/release

This uses the ffmpeg content interface snap to offload that component.

There's a small patch to get around a isnan issue when importing cmath and Magick++.h
