Allow journal entries to be private or confidential

Glen Ditchfield requested to merge gditchfield/incidenceeditor:journal-secrecy into release/21.04

If a journal entry contains notes about a confidential event, or records the completion of a private to-do, it likely should be confidential or private.

If there is some documentation explaining the old restriction, I don't know where to look.
