Do not change the timeSpec of system dateTimes

Merged Glen Ditchfield requested to merge gditchfield/incidenceeditor:do-not-clobber-timespec into release/22.04
  • 0 is not the index of the "floating" time zone.
  • The timeSpec has already been set correctly by currentStartDateTime() and currentEndDateTime().
