Hide navigation bar on secondary layers

Volker Krause requested to merge work/vkrause/hide-navbar-on-secondary-layers into master

It has no visual effect there (as it's changing a lower layer). Affects e.g. the settings, about and health certificate pages. For the latter it also solves the problem with the duplicated bottom navigation bars.
