Remove the option to use RFC 2047 encoding for attachment names

This is an ancient workaround for Outlook prior to Outlook 2007 not supporting standard-compliant RFC 2231 attachment name encoding.

For enabling this option we have some pretty ugly global state API in KMime that becomes obsolete with this as well.
