Port accounts and misc config pages to KConfigDialogManager

Volker Krause requested to merge work/vkrause/misc-accounts-kconfigdialogmanager-port into master

At least the parts coming from KMail's own configuration. That does more things automatically for us than our own logic, automatically propagates what's this help texts and Kiosk constraints.

There's more to be done here though:

  • more config pages need porting
  • settings coming from other config files need the same treatment
