Introduce a BUILD_SASL_PLUGIN option for co-installability

Heiko Becker requested to merge work/rename-libkdexoauth-for-coinstallability into master

kio-gdrive is still based on Qt5 and thus needs a matching libkgapi, while KDE Pim depends on Qt6. libkgapi is almost co-installable already, except for libkdexoauth2.
