Change incidence info drawer into popup (only on desktop calendar views)

This MR switches away from using the incidence info drawer in the calendar views in favour of a new popup which shares the same internal content view. This popup is more space efficient and allows us to repurpose the right sidebar for other things.

The incidence info drawer is still used everywhere on mobile, and is used on the desktop in the following situations:

  1. In the tasks view
  2. Showing an incidence after clicking a reminder notification
