Move KeyResolver to MessageComposer namespace

The code originally comes from Libkleo, but has diverged since. It has historically retained the Kleo namespace, but that's confusing and can actually cause conflicts with the actual Kleo::KeyResolver (and actually does when building with Craft on Windows).
