A key with UnknownPreference don't need an approval.

Every key that has no prefence is UnknownPreference, to trigger everytime a KeyApproval dialog see usage in showKeyApprovalDialog. The user can set showApprovalDialog, if he wants to see the KeyApproval dialog everytime.
