Consider locale UTF-8 specifications for alphabetical modules order

Mr. Athozus requested to merge athozus/plasma-settings:work/athozus/utf8-alphabetical into master

It fixes an issue that I'm occurring since PM 5.22 (or something like that, when I've started using it).

It converts plugin name to normalized strings to that the accents are removed. I no longer get Énergie > Wi-Fi.

I wasn't able to make a screenshot but this is tested on a pmOS PinePhone.
