Draft: Change SIM PIN functionality

Offer SIM PIN change on the cellular module using the ofono capabilities. It works properly on the phonesim simulator. It does not work on Pinephone (Manjaro) on a real SIM: it fails with an org.ofono.Error.NotImplemented error.
