[RFC] add color scheme auto-switch for Windows apps

Description

Color scheme auto-switch for Windows apps is here. This patch enables auto-theme switch for all KDE on Windows apps without any changes in end-user apps.

Test plan

Just build and install my branch in Craft along with your app. It should work.
