Restore separator spacing in context menus

This restores the spacing for separators that disappeared around Plasma 5.20.

It's subtle. Context menus with lots of items are difficult to scan, but quickly become more overwhelming when items are equally spaced/clumped together with no additional spacing to tell apart categories at a glance.
